Export controls and compliance with the regulations has long been a complex issue for exporters because it is not always obvious what items may fall under the control of the International Traffic in Arms Regulations (ITAR). Determining agency jurisdiction and classifica-tion under the appropriate regulations is difficult and requires a comprehensive understanding of the regulations. Non-compliance may result in lost business, fines, criminal and civil action.

The classification and compliance process has only become more complex under the new Export Control Reform (ECR) regulations. Under the new reform, items are being moved from the US Munitions List to the Commerce Control List and these products now fall under the Export Administration Regulations (EAR) .
